How could I convince a business that Florida is the best state to move to?

I am trying to come up with ideas for a paper. A business is moving from California and they are trying to decide between Florida, Georgia, and North Carolina. I am trying to convince them why Florida would be the best choice. I have some ideas, but I am trying to come up with as many reasons as possible. Help Please? 1. Housing for their employees would be a great bargain right now. In addition, the population is far more diversified than it is in NC and GA.
2. Does the new company have a solution to getting rid of terrible humidity? Hurricanes? Swamps? Solve these problems and you may have a shot.
3. I live in North Florida (Actually in St. Augustine, near Jacksonville). Housing is much cheaper here and it isn't all "touristy" either. Good educated workforce and great access along I-75, I-95 and I-10. They have also just expanded the Port of Jacksonville, so if you are importing and exporting, there is an even greater advantage. I just moved here 3 months ago and love it. Oh, and as far as hurricanes go, the northeast coast of Florida doesn't get hit nearly as often as the gulf side, or the Carolinas. I think the last one was in the 1960's out my way.
4. Florida stinks. Haha. I hate it here. Just thought I'd throw that out there.
5. It might depend on the type of business as to what state and what state laws would be best for it...
